D365 - Labels not appearing on Reports/Documents

Some sys labels are missing in the environment:

Answer:

The problem was that someone set the Packing Slip form setup paper layout = "Partly Preprinted". I set this back to "Blank Paper", and this resolved the issue. See the screenshots below.
